Claire was born into "special" circumstances. She was the result of an affair between her mother and a banker in a small town on Prince Edward Island. Claire was raised unaware of her situation until the age of six, when her mother's battle with a tricky case of scarlet fever brought out the truth. She fled from Canada with her father and headed to New York City for a new start. But in the processes of making it through Ellis Island, Chloe was lost in the crowd and left to wander after making it through the immigration officials.
She landed herself in Brooklyn. Nowhere to go, nothing to support herself on, not even a name as far as she was concerned (she had ditched her title of Claire Glasscao the moment she had left Ellis Island). The only option was for her to become a newsie. She fit in well enough, growing to be tough among her peers. But she found herself soon keeping track of things while she wandered around not only Brooklyn, but also other parts of the city after selling, and began memorizing conversations she found herself listening in on. By her eighth birthday she could summarize and repeat whatever conversation she had heard during the day back to whoever requested it. And, as a somewhat quiet child, she was not often noticed. Her loyalty was acknowledged during the time that passed between her eighth and eleventh years of life, and by her twelfth birthday she was one of the Birds of Brooklyn, gathering information and relaying messages.
PERSONALITY;;
Chloe was once a charming and adorable little girl, doing whatever mother said, walking up to her parents' friends and greeting them like her own, but this changed when she arrived in New York. Since she's arrived, she has become much rougher and quieter. She prefers actions to words now, though she uses them. Tick-Tock's just more of a listener now, though. Which is why she's called Tick-Tock: you could talk to her for hours, and she'd sit there, listening intently; like a clock with ears.
